The primary purpose is Purpose: Serve as the Communication and Intelligence Support Systems (CISS) program management subject matter expert and technical authority to management, colleagues, and other experts on complex, classified (CONTUNIE ON DUTIES) Responsibilities (Summary CONT): Special Operations Forces (SOF)unique Electronic Intelligence Systems, Special Communications Systems and Imagery Intelligence Systems acquisition matters and also to perform supervisory duties over two to three engineering positions. Functions as the sole on-site professional engineer providing expertise involving advanced knowledge of systems, electronics, mechanical and other engineering disciplines in support of Program Manager (PM) projects. The organizational goals or objectives of this position are to provide Rapid and Focused Acquisition, Technology and Logistics Support to SOF Warfighters. Duties Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance of subordinates. Serves as the CISS program management office subject matter expert and technical authority to management, colleagues, and other experts on complex, classified Special Operations Forces (SOF) unique Electronic Intelligence Systems, Special Communications Systems and Imagery Intelligence Systems acquisition matters. Serves as principal technical expert and on-site engineer, develops, reviews, and analyzes plans and schedules to address systems and engineering requirements for PEO, PM, or Command programs. Represents PM with a variety of headquarters, component command, and service organizations. Establishes, develops, and maintains effective working relationships with engineering counterparts, integrated product team members, and technical functional specialists. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. Specialized experience must includes experience of systems engineering electronics, mechanical and other engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment sufficient to apply advance engineering theories, principles and concepts. Mastery of the DoD acquisition regulations, practices, procedures, and processes to provide both system engineering and programmatic direction. Experience of the DoD, Services, and other Government technology development agencies and their capability to support Special Operations technology development. Experience with Congressional budget process and DoD planning, programming, and budgeting system(PPBS).of safety, security, personnel management, and EEO regulations, practices, and procedures. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional expert knowledge of systems engineering electronics, mechanical and other engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment sufficient to apply advanced engineering theories, principles and concepts. 2. Mastery of the DoD acquisition regulations, practices, procedures, and processes to provide both system engineering and programmatic direction. 3. Knowledge of the DoD, Services, and other Government technology development agencies and their capability to support Special Operations technology development. 4. Extensive knowledge and experience with Congressional budget process and DoD planning, programming, and budgeting system(PPBS). 5. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 6. Skill in directing and managing all aspects of systems engineering through planning, conceptual definition, and execution of research, development, production, test, and evaluation phases of acquisition. 7. Ability to communicate exceptionally, both orally and in writing, to establish and maintain effective relationships; deal effectively with contractors, federal official, congressional staffers, and other high-ranking personnel to build consensus, negotiate, and resolve complex technical issues and conflicts; and to mentor, motivate, supervise, lead, and apprise the staff of an organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Additional Information AcqDemo Expanded Probationary Period for Supervisors and Managers: An additional supervisory probationary period of one year may be required when an employee is officially assigned to a different supervisory position. This is an acquisition demonstration project position NH-04 equivalent to a GS-14 to GS-15. NH-04 position with full salary potential within the band, however the initial salary range offered for this position will be $142,488.00 to $185,234.00 which includes DCB locality pay, unless statutory or regulatory rules prevail. Follow on salary increases based on contribution MAY be earned within the full salary of the NH-04 pay band. .
