The position supports the NEA's strategic objective to focus the energy and resources of its over 3 million members toward the promotion of public education by providing skilled assistance in the operation and maintenance of the building's heating, ventilating, refrigeration and air conditioning equipment in the Center for Business Operations.
Position Summary: The incumbent uses mechanical skills in heating, air conditioning, refrigeration, ventilation, plumbing and electrical systems and Energy Management Systems (EMS) to support building heating and cooling systems. Essential functions include operating, maintaining and adjusting building systems (boilers, air-conditioning and refrigeration equipment, diesel engines, turbines, generators, pumps, condensers, and compressors); starting, regulating and shutting down equipment; and ensuring systems operate safely and within established limits by monitoring meters, gauges, computerized controls and other instruments. The incumbent is also responsible for manually controlling equipment and making adjustments as necessary; performing repairs and preventive maintenance ranging from a complete overhaul to replacing defective valves, gaskets, or bearings; and other maintenance duties, such as plumbing and electrical installation and repair. The incumbent directs the work of mechanics, workers and helpers as required and monitors and oversees the performance of all trade contractors to ensure satisfactory work and timely completion. The incumbent is familiar with the Life Safety System which includes the fire alarm system, Wet and Dry Pipe Sprinkler System. The incumbent also performs other duties as assigned.
Minimum Education Requirement: High school diploma or equivalent and current third class steam engineer's license for the District of Columbia. Minimum Qualifications: Third class steam engineer's license for the District of Columbia and license are required. Three years' experience in the operation and maintenance of low pressure boilers, auxiliaries, and centrifugal refrigeration equipment with a total of at least 200 tons. Experience performing major repairs to mechanical, plumbing and electrical equipment. Other Requirements: Applicant must also be CFC (chlorofluorocarbons) Certified. Ability to be "on call" to deal with delays, bad weather or emergencies. Assigned shift will be a swing shift with 8 continuous hours between 5 a.m. and 11 p.m. (night differential as appropriate), Saturdays to Fridays.
Selection Criteria: Tier 1 (Essential): Knowledge of heating, ventilation, air conditioning, Building Management System plumbing and electrical systems. In-depth understanding of the relationship between systems. Proven skill in providing preventive and basic maintenance to building systems and equipment, including methods and materials. Knowledge of codes, ordinances, regulations and procedures necessary to operate a safe building. Proven record of project completion. Proven ability to establish objectives, implement procedures and develop methods to measure effectiveness. Demonstrated mechanical aptitude and manual dexterity. Demonstrated skill in assessing, analyzing and resolving system/equipment problems and providing recommendations. Good interpersonal and customer relations skills to establish and maintain effective working relationships with persons at all levels. Demonstrated flexibility and ability to work effectively under pressure. Proven skill in making decisions. Effective oral and written communication skills. Successful references. Tier 2 (Significant): Proven ability to coordinate multiple major activities/projects simultaneously. Demonstrated ability to read and understand plans, specifications, blueprints and contracts. Familiarity with the Green Building Initiative. Tier 3 (Desirable): Refrigeration engineer's license. Familiarity with personal computers and related software.
