Strategic Insight, Ltd. is seeking a Mid to Senior Systems Engineer – Combined Integrated Air and Missile Defense (IAMD) and Anti-Submarine Warfare (ASW) Trainer (CIAT) team position in support of the Naval Surface Warfare Center Dahlgren Division (NSWCDD) for the Integrated Combat Systems (V) Department, Warfare Architecture & Engineering division (V10) and Systems of Systems Engineering branch (V11). In support of the Combined Integrated Air and Missile Defense (IAMD) and Anti-Submarine Warfare (ASW) Trainer (CIAT) program. The Job location is Dahlgren, King George, VA. This position is on-site with limited remote work.

Mandatory Requirement: Applicants selected for this position may be subject to a Government Security Investigation and must meet eligibility for access to classified information at the Secret clearance level.

Responsibilities include, but are not limited to:

  • Working as the third-party SIM lead for the entire CIAT team. Which means coordinating other teams /groups into the various schedules and following through so they meet deadlines,
  • Conduct detailed, complex engineering activities associated with engineering systems, capabilities, and activities,
  • Functional and system-level requirements analysis, requirements generation, and technical community review,
  • System engineering design, performance, analysis, operational experience for military applications,
  • Development of total system solutions that acknowledge technical, schedule, and cost constraints,
  • Combat System Simulator/Stimulator (CS3) needs assessments, Scorecard updates, and work with CS3 developers,
  • Requirements Flow Down and Assessment,
  • Requirements Management, Requirements Verification Matrixes,
  • Understand and work with budgets and align budgets to requirements and proposed work,
  • Leveraging systems engineering knowledge in the development, review, and assessment of artifacts across all domains of systems engineering throughout the entire SE “V”,
  • Communicating NSWCDD status, risks, and schedules with program office sponsors and also down flowing information to NSWCDD program team members and different organizations,
  • Developing, reviewing, and supporting integration test plans and procedure,
  • Support combat system level requirements development, utilize model-based systems engineering techniques/tools, and collaboration between PARMs, and
  • Additional duties as required.

Success for working in this position requires:

  • Experience working with PEO IWS Program Managers.
  • Develop and give technical project briefings at all levels up to the flag level.
  • Ability to effectively communicate and work with NSWC Dahlgren Division and Department staff at all levels, consultants, and other government staff – be a team player.
  • Ability to work with sensitive and classified information.
  • Ability to work with NMCI systems.
  • Ability to adapt and multitask.
  • Ability to work with a high degree of independence, discretion, and personal initiative.
  • Self-starter, goal-oriented, provides timely feedback on progress made on assignments.
  • Excellent organizational skills: ability to prioritize and coordinate multiple tasks, handle complex assignments, maintain status across several stakeholders, and work in a fast-paced environment.
  • Excellent oral, written, and telephone communication skills.
  • Proficiency with MS Office (Outlook, Word, Excel, and PowerPoint), including the ability to create and maintain spreadsheets, prepare presentation slides, and produce customized reports.
  • Familiar with Atalanta tool sets such as Confluence and JIRA.

Education and Experience:

  • Minimum Ten (10) years of general US Navy Surface Warfare experience.
  • Minimum Seven (7) years (Mid) and Ten (10) years (Senior) of specific experience as defined below.
  • Specialized experience in conducting detailed, complex engineering activities associated with engineering systems, capabilities, and activities. Demonstrated experience with functional and system-level requirements analysis, requirements generation, and technical community review. Demonstrated experience with system engineering design, performance, analysis, and operational experience for military applications. Demonstrated experience in the development of system engineering, including the definition, functional allocation, design development, testing, integration, and operational performance. Demonstrated experience with the development of total system solutions that acknowledge technical, schedule, and cost constraints.
  • Experience working with or for PEO IWS or NAVSEA is a must.
