ABOUT THE POSITION Under direction, to plan, coordinate, schedule, direct and review civil engineering and/or land surveying functions involved in the planning, design and inspection of a variety of public works facilities or projects; and to perform other related work as required. DISTINGUISHING CHARACTERISTICS Positions in this class report to a Principal Engineer or Assistant Public Works Director and are assigned responsibility for the supervision of professional and subprofessional civil engineering and land surveying personnel of a major engineering section. This class is distinguished from the next higher class of Principal Engineer in that the Principal Engineer is responsible for the overall management of engineering programs and projects of a major engineering section. IDEAL CANDIDATE The current opening is in the Department of Public Works – Development Services division. The ideal candidate will have experience in the following subjects: FEMA Flood Plain Administration Permanent Road Division Administration Application of the Subdivision Map Act Encroachment and transportation permit processes and procedures EXAMPLES OF ESSENTIAL DUTIES
Duties may include, but are not limited to, the following: Plans, assigns, and directs the work of professional and subprofessional personnel in the planning, design, surveying, construction, and inspection of a wide variety of public works projects including roads, bridges, water systems, drainage, buildings and related structures and real property; procures and coordinates the work of professional, technical and special consultants; supervises or may perform the more difficult phases of complex professional work; supervises the maintenance of various civil engineering, land surveying and real property records; performs and oversees office work in connection with purchases, cost analyses, and progress reports; prepares plans, specifications, estimates, and preliminary reports for public works projects; provides technical information to public officials, , professionals, and the public; works with the public, other agencies and utility companies in matters of relocation and rights of way; conducts specialized technical studies and investigations; prepares comprehensive reports and makes recommendations on complex civil engineering and land surveying problems; supervises the performance of inspection and testing required under County contracts; coordinates and administers the inspection of work accomplished under encroachment permits; oversees materials testing; confers with superiors on technical and administrative problems; administers landfill, refuse collection, and other contracts. QUALIFICATIONS

Any combination of education and experience sufficient to directly demonstrate possession and application of the following: Knowledge of : Principles, practices and methods of land surveying and civil engineering as applied to the planning, design and construction of highways, bridges and buildings; principles and practices of land division activities; methods of construction and inspection of public works projects; provisions of laws relating to civil engineering, land surveying and real property; principles of organization, staff supervision and training. Ability to : Oversee and administer large public works projects; coordinate the preparation of professional civil engineering and land surveying documents related to the construction of roads, bridges, water and drainage systems; oversee the planning, design, construction and modification of public works facilities; plan, organize and supervise personnel in the practice of civil engineering and land surveying; procure and coordinate the work of professional, technical or special consultants; establish and maintain cooperative relationships with those contacted during the course of work. MINIMUM QUALIFICATIONS EITHER Two (2) years of experience comparable to an Associate Engineer with Shasta County. OR Four (4) years of experience comparable to an Assistant Engineer with Shasta County. SPECIAL REQUIREMENTS Possession of a valid California driver’s license. Possession of a valid license as a Civil Engineer or Land Surveyor issued by the California State Board for Professional Engineers, Land Surveyors, and Geologists. Positions in this classification are covered by a collective bargaining agreement between the County and the United Public Employees of California – MMBU Employees in this classification are covered under the CalPERS retirement program. Depending on the provisions of the California Public Employees’ Pension Reform Act (PEPRA) and other applicable laws, an employee in this classification will be covered under one of the following CalPERS retirement formulas: (1) 2% at 55, (2) 2% at 60, or (3) 2% at 62. An employee in this classification will also contribute up to 9.5% his/her pay to this plan or will contribute such other amount to the plan as authorized by PEPRA and other applicable laws.
