P5 Consulting Services is actively recruiting senior-level water resources / civil engineering professionals to lead and grow a regional practice. P5 has partnered with respected consulting firms seeking experienced Regional Managers to oversee surface water and infrastructure teams—both in Northern California (Sacramento region) and Southern California (Los Angeles, Orange County, Inland Empire) .

Purpose: These Regional Manager roles are designed for engineers with deep expertise in water infrastructure and resources who are ready to lead technical teams while shaping business strategy and regional growth.
You’ll Be Responsible For:
Leading the delivery of civil and environmental infrastructure projects—including stormwater systems, flood control, watershed planning, wastewater treatment plan upgrades, potable system design and upgrades, and other related projects.
Managing multi-disciplinary teams and mentoring junior staff, fostering technical excellence and professional growth.
Building and maintaining strong relationships with municipal clients, regulatory agencies, and private-sector partners.
Leading proposal efforts and playing an active role in business development (SOQs, RFPs, RFQs).
Overseeing project budgets, scopes, and timelines with an eye for quality, efficiency, and long-term value.
Playing a strategic leadership role in regional growth—identifying opportunities, recruiting talent, and shaping the firm’s presence in new markets.
You likely bring:
B.S. in Civil or Environmental Engineering (M.S. a plus)
10+ years of experience in civil/water resources consulting
Current California P.E. license
Experience managing staff, overseeing design teams, and leading client relationships
Knowledge of public infrastructure projects, including potable water system distribution, stormwater, wastewater, site development, and utilities
Strong communication skills—able to lead public presentations and coordinate across stakeholders
Proven ability to lead proposal efforts, win new work, and grow client accounts
Desire to build and scale a regional practice with long-term career growth

Compensation & Benefits
Salary range: $160,000 – $250,000 DOE and Location
Bonus: Annual performance-based incentives
