Position Overview
Under limited supervision, perform senior level design engineer duties within the Regulatory Decision Integration organization, On-site waste disposal facility (OSWDF) Project. The specific work assignments include Mechanical Engineering with a specialization in piping and pumping design duties and activities. The position will apply your engineering skills on projects involving pumps / piping systems, vessels, lifting and handling, cranes, permitting and regulatory compliance, while further developing the business skills needed for a successful consulting career.
Primary Duties:
Proficient in the execution of engineering design, including but not limited to 30-60-90 CFC process, test plan development and execution, development of technical specifications, and development of engineering drawings.
Support subcontractor design: Have an in-depth understanding of the subcontract statement of work and technical requirements.
Technical point of contact to coordinate with stakeholders for design inputs, output, reviews, comments, approval.
Review subcontractor submittals to determine compliance with applicable engineering codes, standards, federal/state regulations as well as contractual requirements.
Analyze and validate engineering calculations and design documentation for quality and accuracy.
Assist with the procurement including technical reviews of equipment / material specifications, vendor proposals, source selection and vendor submittal review / acceptance. Approve long-lead procurement technical specifications and coordinate with procurement to ensure equipment is delivered as scheduled and meets the quality inspection criteria.
Design plant modifications on auxiliary structures, system, and components in support of the subcontractor generated design to support the overall project.
Assist in the development of request for proposals (RFP) and technical bid evaluations.
Establish and maintain an open channel of communications with PORTs site OSWDF organization for the purpose of benchmarking, incorporating lessons learned and feedback.
Contribute to the detailed weekly progress meetings and reports.
Identifies and evaluates project related issues and problems.
Status the Project schedule updates and any cost impacts.
Work with RDI OSWDF management team to develop and execute any schedule / cost recovery plans.
Participate in design working meetings throughout the design process.
Develop operating procedures
Integral role in the construction quality assurance, start-up testing, and contract readiness assessments processes.
Actively participates in Safety Work Groups
Minimum Requirements
BS degree in Mechanical Engineering with 10 years' experience in new operating facility design, construction, start-up testing, and commissioning. with
Expert understanding of pertinent codes and governing regulations and industry practices.
Expert knowledge of applicable codes and standards as well as project procedures
Proficient with Microsoft Word, Excel, Power Point
Capable of providing technical field support to confirm the construction is per design and resolving requests for information from the field.
Responsible for supporting the engineering design subcontractors and producing FRNP engineering design packages to include engineering calculations, parts specifications, detailed design drawings, field work instruction guidance,
Must possess process pumps and piping systems design experience per ASME B31.3 code – 5 years' experience
Capable of successful completion of assigned training including Contractor Technical Representative Level 1 and Level 2 qualification.
Strong interpersonal and communication skills
Understanding of multiple engineering disciplines and lead cross-functional design teams.
Must possess a DOE "L" clearance or the ability to obtain a DOE "L" Clearance
Working Conditions
Works in an office environment at a normal environmental restoration atmosphere (outdated and/or abandoned facilities). Potential exposure to equipment movement hazards, dangerous chemicals/solvents or hazardous and radioactive materials if proper safety procedures are not followed.
Field oversight during the construction of the new facilities, start-up testing, readiness assessment, and operations.
Work compliantly and safely in an environment with high schedule pressure demands.
Ability to perform sedentary to moderate work, exerting up to 30 pounds occasionally, non-repetitive, up to 15 pounds frequently, repetitive; performing such activities as lifting, lowering, carrying, pushing, pulling, standing, walking, grasping, kneeling, stooping, reaching.
In some cases, radiological training may be required.
