Quality Assurance Engineer Civil Tunnel Infrastructure

We're seeking an experienced Quality Assurance Engineer with a civil construction or infrastructure background to join our team in Baltimore, United States. In this role, you will be responsible for ensuring the highest quality standards are met in our engineering projects through rigorous testing and quality control processes.
Develop and implement comprehensive quality assurance strategies and methodologies
Design, execute, and maintain test plans, test cases, and test scripts for complex software systems
Conduct thorough manual and automated testing to identify and document software defects
Familiar with Amtrak, FRA, and state/local requirements for safety, environmental compliance, labor standards, and construction documentation
Skilled in preparing compliance logs, monthly reports, non-conformance reports, and audit documentation
Ability to interface with PMIS (Project Management Information Systems) like e-Builder, Primavera Unifier, or Procore
Coordinates between design, construction, and compliance teams
Interfaces with Amtrak compliance officers, contractors, and third-party reviewers.
Familiar with field inspection processes, submittal review, RFIs, and change order documentation from a compliance standpoint
Proficient with Microsoft Excel, Word, and database/reporting tools
Ability to interpret engineering drawings and specifications
Qualifications: Qualifications
Bachelor’s degree in Civil Engineering, Structural Engineering, Construction Management, or a closely related field
Professional Engineer (P.E.) certification
5+ years of experience in quality assurance engineering
Strong knowledge of quality assurance methodologies and best practices
7+ years of experience in infrastructure or heavy civil engineering, with 3+ years focused on compliance, reporting, or QA/QC
Previous experience with rail/transit projects, particularly for Amtrak, FRA, or FTA, is highly desirable.
Familiarity with tunnel construction methods (e.g., cut-and-cover, TBM, NATM)
Experience with federal procurement and reporting requirements, including Davis-Bacon compliance, Buy America, and NEPA
Preferred Qualifications:
Certified Construction Manager (CCM) or equivalent
OSHA 30-hour Construction Safety Certification
Experience with Disadvantaged Business Enterprise (DBE) tracking and reporting
Knowledge of FTA Circulars or FRA guidelines if federal funding is involved
Additional Information
_ Salary _ : Salary range is dependent on scope of work, location of project, as well as level of experience. This range could fall anywhere between $120k - $175k
