Our Client is one of the Top 10 Fortune 500 MNC in the Oil and Gas industry.
Job Scope
· Develop and maintain accurate and detailed cost estimates (CAPEX and OPEX) for major projects and portfolio
projects at all project stages — from feasibility, concept, and FEED through execution and close-out.
· Work with project teams, discipline engineers, procurement, and contractors to collect data, validate assumptions,
and integrate technical and commercial inputs into estimates.
· Build and maintain cost models, databases, benchmarks, and norms specific to major and portfolio projects
to enhance estimation accuracy and competitiveness.
· Develop and manage project budgets, ensuring alignment with approved funding, project scope, and execution plans.
· Develop Estimate Plan detailing how the estimate will be developed.
· Develop Estimate Basis to document how estimate was derived.
· Establish and implement effective cost control systems to track actual costs, commitments, and forecasts against
the approved budgets.
· Provide regular cost reporting to stakeholders, highlighting variances, trends, and forecasts with clear explanations and
proposed corrective actions if required.
· Support portfolio prioritization and decision-making by analyzing cost implications across multiple projects and
proposing cost optimization strategies.
· Evaluate contractor and vendor proposals for cost compliance, competitiveness, and alignment with project estimates.
· Support risk management by identifying cost-related risks and opportunities and incorporating them into estimates,
budgets, and forecasts.
· Collaborate with planning/scheduling, procurement, engineering, and construction teams to ensure integrated
project controls across major and portfolio projects.
· Prepare cash flow forecasts to support financial planning and funding approvals.
· Ensure that all cost estimation and control activities adhere to company policies, procedures, and industry standards.
· Contribute to lessons learned, continuous improvement, and the development of best practices in cost
engineering for future major and portfolio projects.
· Support development of probabilistic cost analysis.
Requirements
· Engineering Degree or equivalent experience with minimum 8 years industry experience.
· Experience in Front-End Engineering and Execution.
· Excellent analytical, oral and written communication skills.
· Good working knowledge of Cost Estimating and control principles, techniques and industry cost estimating / controls tools.
· Practical understanding of all phases of the project delivery process.
· Core competencies - possess understanding of Cost Estimating and cost control principles.
· Work Management Tools - Knowledge in the use of the cost estimating tools.
