PURPOSE OF CONSULTANCY
This requisition is for a consultancy at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO).

DESCRIPTION OF DUTIES:
Objective of the Department The Information Technology Services (ITS) department provides leadership and direction in deploying information and communication technologies and systems to support the Pan American Health Organization/Regional Office of the Americas of the World Health Organization (PAHO/WHO) in fulfilling its mandate. ITS establishes and maintains strategies, policies, standards, and procedures to ensure the effective and efficient provision of information and communication services in a geographically dispersed environment.
Purpose of the consultancy
Under the overall authority of the Director, ITS and the direct supervision of the Senior Advisor, Applications Development and Support, the Consultant/Contract Holder provides artificial intelligence (AI) engineering services and supports the development of tools and capabilities related to AI technologies in the ITS department. He/she will contribute to maintaining and enhancing existing AI solutions and support the development of pilots of new internal PAHO workplace services.
Statement of Work:
Deploy, test, and fine-tune AI applications in MS Azure AI environment, or other AI platforms as appropriate and approved by ITS’s management
Validate the data collection, cleansing, and preparation of source data for model training, ensuring data quality, integrity and adequacy to PAHO data standards and ethics.
Collaborate with PAHO’s internal and external project owners to define metrics and key performance indicators (KPIs) for evaluating AI models.
Assist in building user interfaces and visualization components to facilitate interaction with AI systems.
Contribute to the documentation of tools, APIs, and libraries to enhance knowledge sharing within the organization.
Participate in model improvement efforts, including parameter tuning, feature selection, and ensemble techniques.
Qualifications
Education
University degree in Computer Science, Information Technology, Network Management or a related field from an accredited academic institution with a minimum of 3 years of relevant professional experience.
Experience
Experience developing and implementing artificial intelligence (Al) and machine learning (ML) solutions using emerging technologies such as deep learning, natural language processing, generative AI, and Agentic AI.
Strong programming skills in Python and SQL, with proficiency in TensorFlow, PyTorch, or similar frameworks.
Experience with MS Azure Solutions and Services.
AI and NLP Knowledge: Deep understanding of artificial intelligence, machine learning, and natural language processing. Familiarity with language model architecture and functionalities.
Strong creative thinking skills to develop conversational abilities and innovative solutions.
Experience analyzing complex data sets to identify patterns and trends, and designing and developing AI/ML models to solve business problems.
Understands model differences and applicability across different use cases to advise on appropriate solutions for a variety of functions.
Ability to identify potential data security and integrity issues ahead of implementation.
Experience in developing AI projects in another UN agency.

Salary: Band A of International PAHO Consultant (IPC-Band A) (range $3,440 - $4,300 US)
