Job Duties: The City of Virginia Beach is recruiting for a team player to join Public Works Engineering to support implementation of the City’s Capital Improvement Program projects for the Transportation, Flood Protection, Coastal, and Water Quality programs. Public Works Engineering implements a $1.3 billion 6-year Capital Improvement Program. The selected candidate will be part of a team of talented staff working in the Stormwater Management Regulatory Division. This position will manage capital improvement projects to improve local water quality, implement the private stormwater management facility maintenance compliance program, including coordinate with the public, and perform engineering project management for the erosion and stormwater management program by managing project reviews by contract services.
This position may be classified as an Engineer I ($61,011.10 - $94,567.21 ) or Engineer II ($67,264.80 - $104,260.44) or an Engineer III ($77,867.40 - $120,694.47) depending on qualifications and experience of the selected applicant.

Representative work duties include but are not limited to:
Project management for water quality improvement projects,
Perform contract administration,
Implement the private stormwater management facility maintenance compliance program,
Manage project design reviews performed through contract services for erosion and stormwater management to manage performance,
Coordinate with Project Managers in Public Works Engineering related to project implementation requirements and comment resolution,
Coordinate with City staff and the public,
Conduct field assessments.

Minimum Requirements:
Engineer I Minimum Qualifications: Requires a Bachelor’s degree from an Accreditation Board for Engineering and Technology (ABET) approved engineering or engineering technology program, or an Associate’s Degree with six (6) years of progressive experience of engineering level work. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
Engineer II Minimum Qualifications: Requires a Bachelor’s Degree from an Accreditation Board for Engineering and Technology
(ABET) approved engineering or engineering technology program with possession of an E.I.T. (Engineer In Training) Certificate and two (2) years of progressive professional experience. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
Engineer III Minimum Qualifications: Requires a Bachelors degree from an Accreditation Board for Engineering and Technology (ABET) approved engineering or engineering technology program, or an Associates Degree with six (6) years of progressive experience of engineering level work, or any combination of education and experience acceptable to and approved by, the Virginia Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers and Landscape Architects (APELSCIDLA) to take the Fundamentals of Engineering (FE) exam. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

The successful candidate would have:
- Experience in government organizations, plan review process, project management, stormwater design, and stormwater management facilities
- DEQ Certifications in Erosion and Sediment Control and Stormwater Management
- Contract management experience
- Familiarity with City standards and ordinances
- Federal, state, and local environmental permitting experience
