Job Description

Egis Consulting is seeking qualified professionals to provide contract case management services for a multi-year federal housing assistance program in the State of Indiana, with a preference for working out of the Indianapolis office. Case managers will oversee and provide assistance to the applicant for the entire application lifecycle, intake to program completion. Case Managers will work one-on-one with homeowners to gather proper financial documentation, determine program eligibility, enter data into program tracking software, and effectively communicate with homeowners and senior program staff to ensure efficient and timely processing of applications. Superb organization and communication skills are a must, and the Case Manager must be able to prioritize and multi-task to ensure compliance in a fast-paced environment with an accelerated turnaround timeline.

Position Summary:

The Florida Energy Saver Program is seeking a dynamic and experienced Energy Engineering Manager to lead and oversee the Energy Assessors Network, ensuring high-quality energy assessments and consistent implementation across the state. The ideal candidate will also be responsible for developing and overseeing statewide energy and utility modeling, driving strategic decisions for residential and commercial energy savings initiatives.

This position requires a strong technical background in energy systems, modeling, and program management, along with the ability to lead teams, liaise with utility partners and stakeholders, and ensure compliance with program goals and standards.

Key Responsibilities:

Program Oversight & Leadership

Manage and provide leadership to the Florida Energy Saver Program's Energy Assessors Network, ensuring quality control, consistency, and adherence to program protocols.
Develop and implement training standards and performance benchmarks for energy assessors.
Serve as the technical authority on energy efficiency measures, building systems, and emerging technologies.

Energy & Utility Modeling

Perform and oversee statewide energy modeling to estimate savings, inform policy, and support program evaluation.
Develop and calibrate utility energy models to assess cost-effectiveness, forecast impacts, and support regulatory filings.
Analyze energy consumption data and integrate findings into program planning and reporting.
Provide expert-level support for modeling tools such as EnergyPlus, eQUEST, REM/Rate, OpenStudio, or similar platforms.

Stakeholder Engagement & Reporting

Collaborate with utility companies, regulatory bodies, and other stakeholders to align program goals and technical methodologies.
Prepare and present detailed technical reports, data analyses, and strategic recommendations to internal and external partners.
Support compliance reporting, audits, and performance evaluations for the program.

Quality Assurance & Continuous Improvement

Conduct audits of energy assessments to ensure data integrity and technical accuracy.
Identify areas for program improvement and lead initiatives to enhance performance and participation.
Maintain current knowledge of energy codes, utility incentive programs, and industry best practices.

Qualifications

Education & Experience

Bachelor's degree in Energy Engineering, Mechanical Engineering, Building Science, or related field (Master's preferred).
Minimum 5-7 years of experience in energy efficiency, energy modeling, or related technical program management.
Experience leading or managing field teams, especially in residential or commercial energy assessment contexts.
Proven experience with state-level energy modeling and utility-based analysis.

Technical Skills

Proficiency in modeling software (e.g., EnergyPlus, eQUEST, TRANE TRACE, REM/Rate, OpenStudio).
Familiarity with Florida building codes, energy efficiency standards, and weatherization programs.
Strong data analysis skills using Excel, Python, R, or similar platforms.

Soft Skills

Exceptional leadership, communication, and organizational skills.
Ability to manage multiple projects and deadlines in a dynamic environment.
Strong analytical mindset and attention to detail.

Preferred Qualifications:

Professional Engineer (PE) license or Certified Energy Manager (CEM) designation.
Experience with utility Demand Side Management (DSM) programs.
Knowledge of Florida-specific energy efficiency initiatives and regulatory landscape.
