Electrical Engineer - Precise Time Systems Kauai, Hawaii
Computational Physics, Inc. (CPI) is seeking an Electrical Engineer to provide specialized engineering support to the U.S. Naval Observatory's Precise Time Department at the WWVH radio station in Hawaii. This position offers an exceptional opportunity to develop and maintain systems that provide timing signals 24 hours a day, 7 days a week to listeners world-wide.
Background
The U.S. Naval Observatory (USNO) provides precise time, Earth orientation and astronomical data to the U.S. Department of Defense, the Global Positioning System (GPS), various U.S. Federal agencies, international organizations, commercial and scientific users world-wide. The Precise Time Department is responsible for the maintenance and dissemination of the USNO timescale, UTC(USNO), to customers across the entire globe.
The WWVH radio station in Kauai, Hawaii was founded by the National Institute of Standards and Technology (NIST) in 1948 to augment time dissemination capabilities in the Pacific Rim. The station has been operating near-continuously since, providing critical signals for remote clock synchronization, navigation, ionospheric research, and equipment calibration to this day.
The Work
The successful candidate will provide engineering support and supervision of technical staff at the WWVH station. Day-to-day responsibilities include the monitoring of local RF equipment and on-site timing systems; communication with scientific staff at NIST and USNO, providing reports each month; design and commissioning of system modifications; and support of scientific staff in performing experiments and R&D activities.
Location, Clearance, Salary
The position is located at the NIST WWVH facility at the Pacific Missile Range Facility (PMRF) on Kauai, Hawaii. Relocation assistance is available. The expected salary range for this position is $150,000 - $175,000 per annum, depending on qualifications and experience. A security clearance is not required for this position, but a Public Trust background investigation will be carried out upon employment to obtain a Common Access Card, which is required for facility access.
Requirements The successful candidate will meet the following requirements:
ABET-accredited Bachelor's degree in Electrical Engineering
Expertise in radio frequency (RF) and microwave engineering
Thorough knowledge of physical and mathematical sciences underlying engineering
Strong background in both theoretical and practical engineering science techniques and applications
Ability to perform experiments and research activities with minimal supervision
Troubleshooting and diagnosis of RF systems using electronic test equipment, e.g. oscilloscopes, multimeters, network analyzers.
Expert proficiency in Excel, Word, PowerPoint, and Microsoft Project
Excellent communication skills: written, verbal, telephone, and email
Strong presentation abilities including charts, graphs, and spreadsheets
Ability to obtain and maintain Public Trust level background investigation and DoD Common Access Card (CAC)
U.S. citizenship is required by our contract
The following additional criteria are highly desirable:
Experience with precision timing systems and applications
Knowledge of Network Time Protocol (NTP) and time synchronization technologies
Familiarity with GPS timing systems and satellite-based time transfer
Experience with precision frequency and time measurement instrumentation
Background in atomic clock systems and frequency standards
Knowledge of telecommunications and RF distribution systems
Experience supporting government or defense contractor environments
Previous work with NIST or USNO timing systems
