Job Purpose We are seeking a Cost Engineer to support the development, implementation, and maintenance of a robust cost control system for our Capital Projects team. This role is critical in tracking budgets, forecasting costs, managing performance reporting, and integrating inputs from internal and external stakeholders to ensure financial control across all phases of project delivery.
Accountabilities & Responsibilities · Supporting cost engineering team by preparing variance analyses, forecast updates, and cost reports · Assisting with WBS setup, purchase order tracking, and invoice validation · Conducting trend analyses and helping manage change logs · Interfacing with schedulers to align cost and schedule forecasts · Maintain the cost management tool with all relevant data for timely and standard reporting to Project Management and key stakeholders. · Work in EcoSys and other tools to track estimates, budgets, forecasts, and actuals across the lifecycle of each project. · Track and manage Purchase Order spend to ensure alignment with budgets and committed costs. · Work closely with vendors and contractors to obtain and validate periodic cost reports. · Lead visibility and documentation for Change Control—including approved/pending changes, threats, and opportunities. · Document and confirm all budget changes to ensure cost estimate accuracy and maintain historical performance data. · Align cost forecasts with schedule progress and delivery metrics. · Analyze cost variances and provide insight to Project Managers and Capital Improvement leads. · Maintain and review monthly cost forecasts, variances, and uncertainties with Project Leadership. · Support reporting for Monthly Supply Chain Risk Management (SCRM), Quarterly Performance Forecasts (QPF), and Master Control Estimate (MCE) reviews. · Collaborate with planning engineers, delivery managers, and the central cost team to explain variances and refine forecasts. · Support digital initiatives to standardize and improve cost reporting efficiency. · Assist estimators in the preparation of project cost estimates. · Partner closely with Finance to align on roles and responsibilities. · Ensure invoice documentation is audit-ready to support cost recovery. · Apply PEMEX Deer Park project procedures to all cost-related activities. · Ensure proper coding of requisitions, POs, contracts, invoices, and estimates. Maintain accurate logs and registers. · Monitor contractor compliance with cost control and PCP requirements. · Support invoice verification and cost segregation for proper cost tracking. · Review and validate contractor/vendor estimates, budget revisions, and scope changes. · Assist in change management, benchmarking, audits, and post-project cost analysis.
Job Knowledge, Skills & Experience Specify the educational background, qualifications and experience that would typically be required to fully and effectively perform this job. Key qualifications · Proficiency in EcoSys, SAP, Primavera, and Microsoft Excel (VLOOKUPs, PivotTables, formulas, graphs). · Experience delivering major capital projects with strong cost control knowledge. · Familiarity working with large contractors and EPC organizations. · Strong collaboration and communication skills to support cross-functional teamwork. · Ability to work closely with vendors and contractors to obtain reliable and timely cost data. · Ability to track and manage Purchase Order spend in real time. · Exposure to planning and scheduling processes and how they integrate with cost control. · Ability to create professional reports and visual presentations. · Knowledge of project control practices, cost engineering processes, and financial systems. · An analytical and detail-oriented mindset with the ability to communicate insights clearly. · Understanding risk management and cost-related audit preparation. Experience requirements · 2+ years of cost control experience, preferably supporting petrochemical or refining industry projects.
