- Our Global Supply Chain team is hiring a passionate and strategic Construction and Maintenance Services Engineer.
- In this role, you will be part of a team that helps deliver on Client's Construction and Maintenance Services Sourcing strategy.
- In addition, you will use your economic & analytic skills to prepare and deliver Market Intelligence Reports that strengthen the team's strategic decision making.
- In this role you will work with a cross-functional team to execute the Construction Services category plan and deliver comprehensive analyses including but not limited to Construction Services pricing, Scope documentation, RFP process support, contracting process transformation, Economic Analysis around Total Cost of Ownership, and Market Intelligence data gathering, synthesis, and reporting.

- In this role, you will support the Wireless network construction & maintenance and conduct in depth assessment of supplier capabilities, scalability and competencies.
- This role will focus on cost optimization, process improvement, revenue growth and driving the development of future sourcing strategies simultaneously.
- The primary project objectives for this role will be to stand up a crane and lift preferred supplier pooling program.
- As such this individual will need to have experience in working with crane and lift providers, bridging the technical requirements of lifting telecom equipment at construction sites and successfully communicating and establishing roles and responsibilities for managing the scheduling, invoicing and governance of the program with the 18 regional submarket teams, the ~400 Construction and Maintenance services suppliers, and the ~400 new Crane & Lift preferred pooling partners.
- Support for transactional sourcing activities will be provided by client's sourcing teams in Ireland and India, and sponsorship for rolling the program will be provided by centralized leadership teams domestically.
Key Responsibilities
- Gather, review & map job packages (construction drawings, sow, purchase orders, change orders, etc.) to relevant costing units to develop pricing models.
- Become familiar with client's construction price units that generally cover Antenna & Line, Power, Fiber Work, Civil, and Right-of-way Construction and corresponding Maintenance and Repair functions.
- Create should cost pricing for construction activities.
- Analyze regional construction labor markets using publicly available data sets such as Bureau of Labor Statistics information.
- Synthesize and present economic and financial data such as inflation, debt burdens for telco carriers, tower owners, and large construction services providers using publicly available information, financial statements, SEC filings, and industry network as sources.
- Analyze RFP bid responses, should cost models and historical costs.
- Create models enabling construction services pricing recommendations and estimate level of effort associated with non-standard out-of-scope construction and maintenance activities.
- Prepare and analyze construction service supplier capability and competency Survey.
- Collaborate with regional Engineering organizations to successfully create and deliver pricing models.
- Make and defend recommendations for price setting during RFPs to regional Engineering management teams and Sourcing management.
- Apply Excel data analytic and modelling skills to handle large datasets, pivot table analysis and V-lookup tools to provide insight into the drivers of cost.
What we're looking for...
- Six or more years of relevant work experience.
- Self-motivated with a strong sense of urgency.
- Engineering or telecommunications experience with the vendor landscape, methods & procedures and costs associated with construction, installation and maintenance of wireless networks.
- Familiarity with construction and maintenance services contracting methodologies inclusive of cost plus, fixed cost, time and material cost drivers.
- Understanding with the construction value chain including site acquisition, engineering, construction & project management, field construction, integration services, and trouble response and restoration.
- Experience of tower construction estimating methods and tools.
- Experience with construction and maintenance industry financial cost structure, and key financial ratios.
- Experience with 'should' cost modelling and other pricing analysis tools.
Even Better if you have:
- Financial acumen and experience in business case development, cost modeling or related experience.
- Knowledge of economic analysis such as Total Cost of Ownership, Discounted Cashflow Investment Analysis, Strategic Options Cost Benefit Analysis.
- Experience in Vendor Management
- Basic Understanding of Process Improvement Techniques such as SWOT Analysis, Six Sigma, DMAIC.
- Experience working with large amounts of data and the ability to synthesize into a coherence picture with a conclusion and recommendation.
