Network Designs, Inc. is seeking a seasoned Senior Release Train Engineer (RTE) to lead Agile Release Trains (ARTs) in support of a large-scale migration of legacy Avaya/Nortel systems to Microsoft Teams and Cisco Unified Communication Manager. This role is critical in orchestrating large-scale Agile delivery, aligning cross-functional teams, and ensuring successful execution of Program Increments (PIs) that drive innovation in telecom infrastructure and services.

U.S. Citizenship is required
Must possess an active TS clearance at the time of application, be willing and able to obtain SCI access, and pass a CI polygraph.
This role is onsite 5days/ week in DC.
Qualifications and Experience:
Bachelor's degree in Information Systems, Computer Science, Business Systems, or related IT Management or equivalent combination of education, training, and work experience
10+ years of experience in Agile delivery and program management
3+ years as a Release Train Engineer or Chief Scrum Master
Strong understanding of telecom infrastructure and technologies
Proficiency in Agile tools (Jira, Confluence, Rally)
Excellent facilitation, communication, and organizational skills
Qualifications:
Familiarity with secure cloud platforms (AWS GovCloud, Azure)
Responsibilities:
Facilitate PI Planning, ART syncs, and system demos across multiple Agile teams
Partner with Product Managers, Scrum Masters, and Engineering Leads to align dependencies and objectives
Monitor ART metrics (velocity, predictability, flow efficiency) and report progress to stakeholders
Drive continuous improvement across Agile practices and Deployment and Implementation pipelines
Ensure compliance with telecom standards, cybersecurity protocols, and delivery milestones
Coach teams on SAFe principles and Agile best practices
Promote adoption of Continuous Integration (CI)/Continuous Delivery (CD) and automation across ARTs
