The City of Menifee is seeking a dynamic and experienced engineering professional to serve as a Senior or Associate Engineer within our Public Works Department. This is a mid-management level position in the professional engineering series, ideal for a motivated individual ready to lead and supervise land development engineering activities in one of Southern California’s fastest-growing cities. In this key role, the Senior or Associate Engineer will manage and coordinate plan check development projects and a variety of engineering studies, while also providing high-level support to the Deputy Public Works Director/City Engineer. The incumbent will be responsible for organizing daily operations, offering technical guidance, and mentoring members of the engineering team. This position may also serve in a lead capacity on special projects and process improvement initiatives.
THE POSITION Under general direction, serves in a lead engineer capacity for land development; oversees the processing of development applications to ensure engineering objectives are met; coordinates divisional activities with other City departments and outside agencies; provides highly responsible and complex administrative support to the Deputy Public Works Director/City Engineer and others; and performs related work as required.
SUPERVISION RECEIVED AND EXERCISED Receives general supervision from the Deputy Public Works Director/City Engineer or other assigned staff. Exercises general supervision of staff. Provides technical and functional direction to contract staff on a day-to-day or project basis, as needed.

Plans, organizes, assigns, supervises, and reviews the work of assigned staff, as well as, overseeing and administering all services and activities of the assigned area, including public and private sub-division projects, capital improvement programs, grading, and/or field inspection work. Participates in the development and implementation of goals objectives, policies, and priorities for assigned programs; recommends, within departmental policy, appropriate service and staff levels; recommends and administers policies and procedures. Monitors operations and activities of an engineering work unit; recommends improvements and modifications and prepares various reports on operations and activities. Plans, directs, coordinates, and reviews the work plan for an assigned area; meets with staff to identify and resolve problems, assigns work activities, projects, and programs; monitors work flow; reviews and evaluates work products, methods, and procedures. Provides input in the development and administration of the assigned division's annual budget and the capital improvements budget. Identifies opportunities for improving service delivery methods and procedures; provides recommendations concerning process changes; reviews with appropriate management staff; implements improvements. Inspects and verifies work in progress and completed work of assigned employees and contractors for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications. Participates in the development of consultant requests for proposal for professional and/or construction services and the advertising and bid processes; evaluates proposals and recommends project award; administers contracts after award. Analyzes civil engineering plan design, specifications, consultant and staff comments in accordance with design requirements and municipal and intergovernmental standards. Meets and confers with contractors, engineers, developers, architects, a variety of outside agencies, and the general public in acquiring information and coordinating engineering matters; provides information regarding City development requirements. Provides staff assistance to the Deputy Public Works Director/City Engineer; prepares or directs the preparation and presentation of staff reports and other necessary correspondence; supervises the preparation and maintenance of related reports, records, and files; ensures the proper documentation of activities. Participates on a variety of boards, commissions, committees, and task forces; attends and participates in professional groups and committees; stays abreast of new trends and innovations. Answers questions and provides information to the public; investigates inquiries; recommends corrective actions to resolve issues. Prepares and maintains records and inputs data. Performs arithmetic calculations related to the area of assignment. Establishes positive working relationships with representatives of community organizations, State/local agencies and associations, City management and staff, and the public. Coordinates activities with other City departments, outside agencies, and organizations. Performs other duties as assigned.
KNOWLEDGE OF Civil and transportation engineering principles, concepts, standards, and practices associated with public works programs and private development projects. Civil engineering design principles including land development, grading, street improvement, storm drain design, traffic, drainage, and utility infrastructure. Principles and practices of environmental impact assessment and related regulatory processes. Project management and contract administration principles and techniques. Principles and practices of contract administration and evaluation. Principles of stormwater regulation in California and the current NPDES Permit R8-2010-0033 and requirements. ABILITY TO Assist in developing and administering contracts for professional services and construction in a public agency setting. EDUCATION AND EXPERIENCE Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Graduation from an accredited four-year college or university with a Bachelor's degree in Civil Engineering. Four (4) years of responsible professional civil and municipal engineering project administration experience. LICENSES AND CERTIFICATIONS
Possession of, or ability to obtain, a valid California Driver's License by time of appointment.
Associate Engineer Possess an Engineer-in-Training (EIT) Certification. Senior Engineer Possess and maintain a Professional Civil Engineer license in the State of California.
PHYSICAL ELEMENTS Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; inspect City development sites, including traversing uneven terrain, climbing ladders, stairs, and other temporary or construction access points; to operate a motor vehicle to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Acute hearing is required when providing telephone and personal service. This is primarily a sedentary office classification although standing in work areas and walking between work areas and to conduct inspections may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Employees in this bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds. ENVIRONMENTAL ELEMENTS Employees primarily work in a standard office setting and may be exposed to varying temperatures, moderate noise levels, no direct exposure to hazardous physical substances, and often work with constant interruptions. Employees may work in the field and occasionally be exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, mechanical and/or electrical hazards, and hazardous physical substances fumes. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures and City codes.
