Our team in  Guam  is looking for  Sr. Construction Manager  to provide project and construction management for our water & wastewater projects (. pumping stations, pipelines, treatment facilities, . Future assignments may include transportation projects (roads, trails, traffic improvements), as well as coastal, environmental, and municipal facilities work throughout the region.

You will contribute to technical and conceptual design of engineering construction projects to meet a client’s technical requirements. You will contribute to technical and budgetary proposals of products and services, involving feasibility and risk analysis and price formation, presenting business solutions to the customers as well as develop design briefs, reviews, and verifications. You will provide design schedule, output target, cost estimates, and design data, including design changes, and ensure that technical accuracy and compliance, as well as quality of design, are achieved as required. You will assist in the coordination of all discipline engineering activities and coordinate any design issues that may arise in the course of the project.

Responsibilities Insights and Reporting: Prepare and coordinate the completion of various data and analytics reports. Engineering Solutions Design: Contribute to the design of engineering solutions; design the feasibility testing approach and supervise its implementation to support the development and validation of engineering solutions. Construction Project Budgeting: Deliver a budget for parts of construction projects, perform pre- and post-calculations, and analyze budget progress. Construction Advice: Provide specialist professional advice relating to construction regulations and best practice with regard to complex maintenance, alteration, and construction of buildings. Personal Capability Building: Develop own capabilities by participating in assessment and development planning activities as well as formal and informal training and coaching; gain or maintain external professional accreditation, where relevant, to improve performance and fulfill personal potential. Maintain an in-depth understanding of technology, external regulation, and industry best practices through ongoing education, attending conferences, and reading specialist media. Bid Solicitation/Request for Proposal/Tender Analysis: Conduct complex feasibility studies from technological, financial, and organizational perspectives on bid solicitation, including request for proposal (RFP) and request for tender (RFT) project requirements, and write specifications for tenders. Operational Compliance: Maintain and renew a deep knowledge and understanding of the organization's policies and procedures and of relevant regulatory codes and codes of conduct, and ensure own work adheres to required standards. Or identify, within the team, patterns of noncompliance with the organization's policies and procedures and with relevant regulatory codes and codes of conduct, taking appropriate action to report and resolve these and escalating issues as appropriate. Client & Customer Management (External): Manage relationships with small clients while also helping senior colleagues manage relationships with larger key clients and customers. Education Bachelor's Degree degree in Civil Engineering, Construction Management, or equivalent degree Guam Civil Professional Engineer (PE) license or ability to obtain license within 6 months.
