Job Title: Project Engineer - Quality and Rigor (NWS 00813) THIS POSITION SHORT TERM, MAX 1000 HOURS IN A CALENDAR YEAR North Wind Services is actively seeking individuals who can contribute to national security within the science, technology, and engineering fields as part of our supplemental labor team at vital federal research and development installations supporting the Department of Energy. NWS has an established history of contributing to the success of their customer's mission. Successful candidates will be employees of NWS, a premier government contractor charged with employing highly motivated and well-qualified personnel who can advance the missions of the Lawrence Livermore National Laboratory in Livermore, CA. Though employed by NWS, the employee will take day-to-day direction from technical personnel employed directly by the research laboratories. Pay, benefits, Human Resource, and Employment Management functions are provided by NWS. This position is supporting the National Ignition Facility (NIF) which is the world's largest and most energetic laser facility ever built. NIF is also the most precise and reproducible laser as well as the largest optical instrument. The giant laser has nearly 40,000 optics, which precisely guide, reflect, amplify, and focus 192 laser beams onto a fusion target about the size of a pencil eraser. The Laser Systems Engineering and Operations, LSEO Engineering Division is seeking an experienced project engineer to support a wide variety of design, analysis, research, development and construction projects. The successful candidate will provide engineering quality and rigor support to the LSEO Division and NIF&PS Directorate, and mentor engineers and Division staff. Due to the vast and varying types of experiments, NIF is a 24/7 operational facility. This position may require the successful candidate to have the flexibility to work overtime, shift and or weekends to accomplish goals. This position may also require working alternate schedules such as 4/10's or 12-hour shifts. The successful candidate will be required to pass various on-site training modules to pursue work assignments. Essential Duties - Mentor engineering principles to current mechanical engineers and Associate Division Leader; and the specifics of Engineering Quality and Rigor best practices - Act as SME on how to develop and maintain engineering quality processes consistent with NIF overall program priorities. - Provide engineering and analysis review support for a variety of design, analysis, research, development and construction projects. - Review state-of-the-art diagnostic and positioner equipment, capable of supporting and characterizing the physics phenomena that occur during Inertial confinement fusion experiments. - Advise multidisciplinary team members in the solution of complex problems. - Provide technical oversight and evaluation of the work being done by various project teams. - Provide advice on costs and schedules for design, analysis, research, development and construction projects in support of NIF Programs. - Prepare and present monthly progress reports on costs trends, schedules, and technical status. - Develop, prepare, and advise on how to implement staffing plans for projects, and partner with the Program and Division to obtain the required personnel. - Ensure that sound engineering design practices are used on all projects. - Perform all assignments in accordance with ES&H, security and business practice requirements and policies. - Perform other duties as assigned. Essential Skills, Knowledge, and Abilities - BS in Mechanical Engineering or related field, or equivalent level of demonstrated knowledge. - Advanced experience in the fabrication, manufacturing and designing of mechanical, electro mechanical, and/or laser system components and systems. - Advanced knowledge of high fluence laser systems, opto-mechanical systems, precision clean systems, vacuum technology, controls and/or construction of high technology facilities/equipment. - Proven experience working as a Project Engineer. - Proven engineering project management, quality and rigor experience. - Experience developing design concepts, analyzing and selecting the optimum concept and performing detailed analysis of selected concept. - Proven technical background in mechanical engineering design, analysis, or construction and operation of laser facility systems. - Experience preparing schedules, budgets, and staffing plans. - Experience tracking project status and presenting status reports. - Advanced experience design analysis for seismic events. - Advanced skills in problem resolution, negotiation and leadership. - Demonstrated ability to Identify, define, and solve multidisciplinary problems in a timely and cost-effective manner. - Proven ability to present concepts and Ideas In a clear and coherent manner, both verbal and written, for presentation and Interaction with other staff members. - Experience working as a member/leader of a multidisciplinary project team. Desired Skills, Knowledge, and Abilities - MS/Ph. D in Mechanical Engineering, Nuclear Engineering, Electrical Engineering or related field.
