Professional Engineer 1 (Civil/Transportation) (NY HELPS)

Duties Description This position is a Professional Engineer 1 (PE1) in the Engineering Series as there are some technical tasks that would be better suited to an individual with an Engineering background.
•Reports to the Assistant Division Director – Engineering Services.
•Will serve as the NY Division permit coordinator. This will require field visits to observe work being performed through the permit. Reviews and issues work and occupancy permits.
•Works with Division Maintenance to initiate new projects into the Capital Program as needed.
•Serves as a liaison between HQ Infrastructure Management and Design and Division Construction and Maintenance to make certain all Division needs are addressed.
•Receive, review and distribute incoming Scoping Documents, plans, proposals, project recommendations, etc. for the Thruway’s Capital Program improvements to appropriate program managers while performing independent review and communicating Division recommendations to HQ.
•Receive, review, and comment on any State Environmental Quality Review Act (SEQR) submittals.
•Provides monthly updates to the capital plan letting schedule.
•Participates in inter-agency capital planning and coordination meetings.
•Receives, reviews, comments on any municipal Planning Board, Zoning Board of Appeals, or Town Board submissions (General Municipal Law 239) that are contiguous or within 500 feet of the Thruway that may have an impact on our ROW.
•Serves as a liaison to NYSDOT projects where they participate in progress meetings and convey Thruway policy when required. (while keeping Division informed)
•Manages development of the NYSTA multi-year capital program.
•Monitors capital construction liabilities, contract lettings, and expenditures to ensure compliance with the NYSTA fiscal plan, management goals, and contract letting targets.
•Provides technical and policy guidance to Division staff about the capital construction and related programs
•Reviews capital construction program evaluation criteria prepared by Division.
•Identifies project related cost, schedule, and funding source changes that affect programs, and recommends modifications to resolve those problems.
•Develops systems, methods, & techniques for management and evaluation of capital programs and projects.
•Participates, in person, in various Transportation Council Meetings. (Ulster County Transportation Council, , Mid-Hudson South Transportation Council, NY Metropolitan Transportation Council, . This will require authorization as a Thruway Proxy with voting capabilities.
•GIS Coordinator for NY Division.
•Initial local review of Real Property Disposals and advise Division Director.
•Responsible for maintaining the records and plans in the Suffern Records Room.
•May be assigned a capital construction project based on program needs.
•Perform ICS and other duties as assigned such as serving in the Division Operation Center.
•Assist the Division Maintenance/Highway/Bridge Engineers as needed.
•Provides administrative oversight to HQ Designers reporting to NY Division.
Minimum Qualifications 1. TRANSFER QUALIFICATIONS FOR CURRENT STATE EMPLOYEES:
Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 23 or above and eligible for transfer under Section 70.1 * of the Civil Service Law.
*All transfer candidates are required to have a NYS Professional Engineer's license with current registration.
2. NY HELPS MINIMUM QUALIFICATIONS:
A New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below; OR a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.
Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
Qualifying experience: One year of full-time engineering experience with transportation projects related to
highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a noncompetitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
