Position Overview
Bay Systems Consulting Inc. is seeking an experienced and mission-focused Principal Cyber Threat Intelligence Analyst to support NOAA’s cybersecurity operations. This critical role involves leading the identification, evaluation, and response to sophisticated cyber threats targeting NOAA’s information systems and infrastructure. The successful candidate will play a leadership role in shaping the organization’s cyber defense strategy, mentoring junior analysts, and advancing the agency’s threat intelligence capabilities.
Key Responsibilities
Lead the monitoring and evaluation of NOAA’s cybersecurity systems to detect and respond to cyber threats and intrusions.
Conduct in-depth analysis of threat intelligence data, identifying patterns, trends, and indicators of compromise (IOCs) related to advanced persistent threats (APTs) and other malicious activity.
Determine the root causes of security breaches and recommend mitigation strategies to reduce risk and improve response.
Develop and refine policies and procedures to enhance the protection of sensitive data, systems, and infrastructure.
Collaborate with cross-functional teams to strengthen cybersecurity architecture and incident response capabilities.
Research emerging cyber threats, vulnerabilities, and attack vectors; proactively recommend changes to defenses.
Prepare and deliver executive-level reports, threat briefings, and intelligence products to stakeholders.
Educate and train system users and internal teams on security procedures, safe practices, and threat awareness.
Provide mentorship and technical leadership to junior analysts, fostering skill development through hands-on project involvement.
Represent NOAA in interagency cyber intelligence working groups and briefings when appropriate.
Required Qualifications
Education: Bachelor’s degree in Computer Science, Cybersecurity, Information Systems, or a related technical field (or equivalent experience).
Experience: Minimum of 7–9 years of professional experience in cybersecurity, cyber threat intelligence, or related fields.
Strong knowledge of threat detection methodologies, intelligence frameworks (e.g., MITRE ATT&CK, STIX/TAXII), and incident response processes.
Hands-on experience with cybersecurity tools and platforms such as SIEMs, IDS/IPS, endpoint detection, and threat intelligence platforms.
Proven track record of analyzing and responding to complex cyber incidents and breaches.
Exceptional analytical, investigative, and problem-solving skills.
Strong written and verbal communication skills, with the ability to produce clear, actionable intelligence reports.
Demonstrated leadership or mentoring experience within a cybersecurity or threat intelligence team.
Security Clearance: Must possess and maintain an active U.S. government security clearance .
Qualifications
Relevant certifications such as CISSP, GCTI, GCIA, CEH, or equivalent.
Experience supporting cybersecurity efforts within federal agencies or critical infrastructure environments.
Familiarity with cloud computing environments and associated security best practices.
