The Operational Excellence Engineer provides technical and administrative support for all elements of Operational Excellence at the refinery. The OE Engineer will be instrumental in advancing the organization towards excellence by driving continuous improvement of our processes supporting incident investigations, process safety, occupational health and safety, learning and development and environmental stewardship. Operational Excellence Engineer Requirements: Requires B.S. in Engineering (Chemical or Environmental preferred) 5 years of engineering experience in refining or a chemical processing facility preferred. Knowledge of OSHA's Process Safety Management (PSM) standard Knowledge of EPA's Risk Management Program (RMP) standard Knowledge of OSHA's industry accepted safe work practices Experience leading incident investigations using an applicable methodology such as Cause Mapping and Learning Teams and perform root cause analysis. Knowledge of OSHA and other safety related regulations and industry best practices relating to the refining and construction industry. Knowledge of EOS, DOT and USCG regulations relating to the refining and construction industry. Knowledge of refining/petrochemical related federal emissions standards (40CFR60 Subparts D, J, Ha, K, Ka, Kb, Kc, KKKK, etc.) Good oral and written communication skills Good organizational skills Ability to work well with others and maintain a "Team" relationship High level of proficiency or ability to learn computer skills including Microsoft Word, Excel, Power Point, database programs Operational Excellence Engineer Duties: Promote and maintain safe work habits and a "safety first" attitude with regard to process safety and personal safety Lead major incident investigations, coordinate and advise minor incident investigations and ensure timely completion of action items related to incident investigations. Perform root cause analysis and provide solutions to prevent or mitigate causes. Educate employees on incident investigation methodologies and best practices. Identify, develop and publish best practices and lessons learned throughout the site, business unit and organization. Analyze potential fire, release, explosion and dispersion scenarios to prevent and mitigate these events. Contribute to the design, installation, and maintenance of fire detection and suppression systems. Provide support for the Management of Change (MOC) program and perform Pre-Startup Safety Reviews (PSSR's) as necessary. Participate in Process Hazard Analysis (PHA) and Layer of Protection Analysis (LOPA) activities. Develop, review and report Operational Excellence KPI's in conjunction with OE element owners. Work as an environmental solutions provider by helping tie day-to-day operations to environmental performance. Provide engineering support to effectively execute best in class Environmental, Health and Safety programs and practices. Provide engineering support to the Continuous Improvement projects born from incident investigations, compliance audits, and from recommendations raised by the Continuous Improvement Team.
