The Civil Environmental & Infrastructure Portfolio at Leidos is excited to announce an opening for a Lead Environmental Systems Engineer.
Key Responsibilities:
Lead a dynamic technical systems integration team, including system administrators, software developers, database administrators, data managers, and GIS operators in the creation, testing, and maintenance of .NET, JavaScript, and T-SQL applications, enhancing SaaS applications.
Support diverse projects revolving around environmental data management, logistics, document management and search capabilities, mobile data collection, modeling, and workflow automation within contracts associated with the Army Corps of Engineers.
Encourage collaboration and innovation across various office locations and technical disciplines, ensuring excellent performance and continuous professional development for your team.
Oversee the information security framework, guiding systems through the Risk Management Framework to secure Authorization to Operate (ATO). This includes implementing and verifying IT security controls to comply with NIST policies.
Create and uphold systems requirements documents, design documents, inventories, security plans, incident response plans, and operating procedures.
Enforce the SecDevOps change management lifecycle, including code reviews and testing to maintain high standards of code quality.
Provide strategic technology guidance to program managers and develop basis of estimates (BOEs) for new project opportunities.
Prepare resource estimates to support proposals, ensuring all rationale is well-documented for environmental data management, system development/maintenance, and software licensing support.
Additional Responsibilities:
Manage environmental data lifecycles and system development lifecycles across projects.
Maintain compliance documentation and conduct security reviews for code changes and system posture.
Review audit logs for any suspicious activity or application errors.
Ensure system availability through resource reviews, backup performance, and patch management.
Analyze issues for hosted systems and manage team workloads effectively.
Lead innovative technology initiatives across organizational contracts.
Qualifications:
Bachelor's Science degree with 12+ years of relevant experience in Environmental Science, Software Development, Software Engineering, Computer Science, Cybersecurity Compliance, or a related field; a Master's degree with 10+ years of experience is also considered.
Strong written and verbal communication, leadership, and organizational skills, with meticulous attention to detail.
Significant experience managing staff and teams in a technical environment.
Extensive experience with RCRA and CERCLA environmental investigations.
Proficiency in .NET application development within Microsoft Visual Studio.
Capable of obtaining and maintaining a Public Trust security clearance, including three years of immediate U.S. residency.
Skilled in developing T-SQL statements and stored procedures in Microsoft SQL Server.
Extensive experience with NIST security compliance.
Preferred Qualifications:
Experience with ArcGIS Online, ESRI mobile data collection, and Trimble mobile applications.
Familiarity with Earthsoft, EQuIS products and extending their functionalities.
Knowledge of secure coding principles and adherence to DISA STIGs.
Experience on security compliance documentation and guiding systems through the ATO process.
Ability to integrate identity federation and multi-factor authentication into applications.
Experience using AFCEC ERPIMS, FUDSChem, and ADR.NET data management software packages.

Pay Range: $112,450.00 - $203,275.00
