General Statement

The California Institute for Regenerative Medicine (CIRM) is seeking a full-time IT Infrastructure and System (IIS) Engineer for a24-month limited-term position. This role is responsible for managing and strengthening CIRMs IT infrastructure while supporting key technology initiatives.


Ideal Candidate: We are seeking a highly competent, proactive and passionate engineer with a solid foundation in system and network architecture. The ideal candidate possesses hand-on experience in gathering business requirements, and designing and implementing enterprise infrastructure solutions, and end-user support. The individual should be organized, adaptable, and able to work independently across departments to deliver effective technical solutions with minimum supervision.

Job Functions

IIS Engineer function encompasses a broad range of responsibilities centering on designing, building, and managing systems and networks that support CIRMs operational needs. This position plays a critical role in ensuring the agencys IT infrastructure is secured, resilient, and compliant with the California State government requirements and industry best practices. As a senior-level engineer, this individual also contributes to the coordination of IT initiatives, provides Tier 3 technical support, and serves as a backup for essential IT functions.

Key job responsibilities:

  • Translate business needs into technical system and infrastructure requirements and deliver effective, scalable, and sustainable system solutions.
  • Build and maintain system and network infrastructure using reliable and modern technologies to support business operations, align with agency objectives, and enhance operational efficiency.
  • Manage cloud infrastructure, virtual machines, storage, security tools, network appliances, and related services to ensure optimal performance, reliability, and system uptime.
  • Serve as the primary system and network architect, designing and implementing scalable infrastructure and security solutions to support strategic technology initiatives
  • Collaborate with software developers, business intelligence engineer, project managers, and end users to implement effective and future-proof solutions that align with strategic business objectives.
  • Perform routine system maintenance and upgrades to ensure system security, reliability, uptime, and optimal service availability.
  • Monitor and analyze system logs, communication platforms, as well as security and operational alerts through Security Information and Event Management (SIEM), to proactively detect and address potential issues.
  • Collaborate with Security Operation Center (SOC) and external security consultants to remediate incidents, and strengthen the agencys overall security posture.
  • Work alongside CIRMs IT Managed Service Provider to deliver end-user support and ensure the seamless operation of daily IT functions.
  • Provide backup to helpdesk support coverage as needed.
  • Manage document management systems (Sharepoint, OneDrive) and storage, ensuring alignment with CIRMs retention policies.
  • Oversee backup processes, implement compliance tools (Microsoft Purview, retentional and sensitivity labels), and support secure archival and disposition procedures.
  • Work with the Associate IT Director and cross-functional stakeholders to design, implement and validate comprehensive disaster recovery (DR) and business recovery (BC) strategies. This includes assessing system vulnerabilities, defining recovery time objectives (RTO), and recovery point objectives (RPO), establishing backup, failover, and restoration procedures, and conducting regular testing and simulations to ensure organizational resilience and un-interrupt business operations.
  • Stay current with technology trends and industry best practices, providing strategic consultation on emerging technologies to support the agencys goals and drive operational efficiency.
  • Perform additional duties and responsibilities as assigned to support IT operations and overall agencys mission.


Supervision Received

Reporting to the Associate IT Director.

Qualifications (Experience and Education)

  • BS in Computer Science, Information System, Engineering, or related field; OR an equivalent combination of relevant professional experience and recognized technical certifications (e.g. Microsoft, Cisco, VMware or Amazon Web Service (AWS)).
  • Minimum of 6 years of progressively responsible experience in infrastructure engineering, systems administration, or a closely related IT field.
  • Demonstrated hand-on experience designing, implementing, and supporting secure, scalable IT infrastructure in cloud and on-premise environments.
  • Familiarity with major compliance standards and security frameworks, including NIST 800-53, HIPAA, FIPS 199 & 200, with an understanding of their relevance to infrastructure design and security practices.


Preferred Qualifications

  • Proven ability to own infrastructure decisions, engage with external vendors, and translate business needs into technical strategy.
  • Prior experience in a small-to mid-size organization or startup, where broad technical ownership and initiative were required.
  • Experience collaborating with Managed Service Providers, security consultants, or SOC partners.
  • Strong technical expertise in virtualized infrastructure, cloud data center management, and administration of MacOs, Linux, and Windows environments.
  • Proficiency with cloud technologies and services (IaaS, PaaS, SaaS) ideally across providers such as Microsoft, AWS, OVH, and Otava.
  • Extensive experience in enterprise infrastructure design configuration, installation, and maintenance, with an emphasis on redundancy, secured, and high availability.
  • Solid understanding of cybersecurity principles, authentication framework (e.g., SSO, MFA, Zero-trust), role based access control (RBAC), and identify management.
  • Hands-on experience implementing and managing security controls across network, system, and cloud environments (e.g. firewalls, endpoint protection, encryption, vulnerability scanning.

Working Conditions

  • Hybrid environment, required to work two days in the South San Francisco office and three days remotely. In-person attendance of organizational meetings and board, subcommittee, and working group meetings as required.
  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be willing to work in a high-rise building.
  • Ability to operate standard office equipment.
  • Be available to work outside of normal business hours.

Salary Range and Benefits

This position is expected to pay$140,000 - $160,000 which fits within the full salary range of $121,946 - $174,072. It is uncommon for an individual to be offered a salary close to the upper end of the full range for a position. Salary for this position will reflect the final candidates qualifications, experience, skills, knowledge, relevant education, and certifications, in addition to being aligned with the internal leadership peer group.
