Project Description The C4I Training Virtual Environment (TVE) provides an AWS GovCloud-based, scalable, accessible, and adaptable learning environment supporting CANES training and troubleshooting for the US Navy. The solution enables individualized student access to shipboard CANES environments, curricula, and job sheets, leveraging cloud-based systems to enhance training delivery and operational readiness. This position will support PMW 160 by providing RMF expertise, with a focus on artifact development and delivery across all RMF steps, emphasizing ISSE responsibilities for Steps 3 (Implement Security Controls) and 4 (Assess Security Controls). Responsibilities Serve as an ISSE for the C4I TVE program, providing technical RMF expertise and supporting all RMF steps, with a primary focus on Steps 3 and 4. Design, implement, and maintain security systems to defend against potential cyber threats within a cloud-based (AWS GovCloud) Navy training environment. Develop, review, and deliver RMF artifacts, including System Security Plans (SSP), Security Assessment Plans (SAP), Security Assessment Reports (SAR), and Plans of Action and Milestones (POA&M). Conduct and document security control implementation and assessment activities in accordance with DoD 8140 (DoDD 8570) Baseline requirements. Collaborate with IT, cloud, and cybersecurity teams to ensure secure integration of new technologies and compliance with Navy RMF and DoD security standards. Utilize and manage security tools such as ACAS, Tenable, HBSS, and eMASS for continuous monitoring and vulnerability management. Provide technical guidance and mentorship on RMF, cloud security, and compliance to project staff and stakeholders. Stay current on evolving cybersecurity standards, Navy RMF processes, and cloud security best practices. Basic Qualifications Secret Clearance – TS eligible Bachelor’s degree in engineering, computer science, cybersecurity, or a related field. Meets DoD 8140 (DoDD 8570) Baseline requirements for ISSE (IAT Level II). E.g. Active CompTIA Security+ certification
Demonstrated experience in the Navy RMF process, with a strong background in performing and documenting Steps 3 and 4. Experience developing and maintaining RMF artifacts and supporting eMASS entries. Strong analytical, problem-solving, and communication skills. Ability to work in a fast-paced, Agile project environment. Entry-level AWS Cloud Certification – e.g. Certified Cloud Practitioner. Preferred Qualifications Experience supporting PMW 160 or similar Navy programs. Proficiency with security scanning and assessment tools (Tenable, HBSS, SAST/DAST, ACAS). Familiarity with cloud security architectures and AWS GovCloud environments. Knowledge of Navy-specific compliance processes, including DISN Connection Process Guide (CPG). Experience with System Authorization Boundary Diagrams, SLCM plans, and implementation plans. Knowledge, Skills, and Abilities (KSAs) Cyber Risk Management Cloud Computing Security (AWS GovCloud) RMF Artifact Development (SSP, SAP, SAR, POA&M, RAR) Security Assessment & Continuous Monitoring Compliance with DoD and Navy Cybersecurity Standards Project Management and Documentation eMASS and ACAS administration Comprehensive Compensation & Benefits Package: Salary at CaVU is determined by various factors, including but not limited to location, education, training, certificates, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The expected salary range for this position is $130,000 - $140,000. To drive fair pay practices for employees, CaVU conducts regular comparisons across our employee groups and the industry.
