Job Summary
: Assigned to the WTP High Level Waste (HLW) Construction organization as a Civil Quality Control Engineer. Responsibilities are to ensure assigned HLW Civil based commodities are in compliance with design/specifications, nuclear codes, project requirements and quality standards. Perform quality control assignments of a varied nature requiring a full working knowledge of construction engineering/quality control practices. Exercises professional judgment within the framework of broad guidelines provided by superiors.
Responsible for civil quality control support to construction Field Engineering, Supervision and workforce within the HLW Civil accounts. Determines the technical requirements for the quality (Q) related commodities within a civil quality control scope of work and coordinates with Field Engineering and Engineering on constructability issues as it relates to quality requirements. Performs surveillances and monitors work activities, ensures the technical adequacy and quality of work performed. Ensures civil site work processes are compliant with project quality requirements and applicable regulatory codes and standards. The Civil QC Engineer is responsible for the planning and execution of inspections and verifications as directed by the Field Quality Control Manager (FQCM). As project needs vary the QCE will be responsible for additional responsibilities outside of Q work scope.
Major Responsibilities:
Reviews and implements quality control procedures, identifies nonconforming items and corrective action requirements.
Determines the technical requirements for the quality-related commodities within a work scope and coordinates with Field Engineering and Engineering on technical issues.
Reviews and monitors construction work plans, procedures, and scope to assure adequate quality verifications are identified.
Assigns and performs inspections in accordance with the design requirements for in-process and completed civil work activities within the area of certification.
Performs surveillance activities of on-going direct hire and subcontracted work operations. Reviews completed records for completeness and correctness.
Use and control of construction measuring and test equipment.
Ensures installations within the areas of certification are compliant with project quality requirements and applicable regulatory codes and standards.
Preparing field material requests for equipment and materials, and monitoring status of purchase orders and deliveries.
Completing final system walk-downs, deficiency tracking and close-out.
Completing and reviewing as-built documentation.
Monitoring equipment installation, planning for delivery of construction materials and equipment.
Reviews specifications, purchase orders, subcontracts, inspection reports, delivery schedules, instruction manuals, and technical data to assist and advise onsite.
Assists in coordination of vendor material deliveries, storage of materials, expediting, and engineering reports related to the schedule.
Tracks commodities on quantity tracking systems or other computer database programs as required.
Education and Experience Requirements:
Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience
Required Knowledge and Skills:
Must be authorized to work and remain in the United States without Bechtel visa sponsorship now or in the future.
Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.
Must be able to obtain a Department of Energy badge for access to the Hanford Site. (Even if teleworking, must still be able to comply with security requirements to obtain a badge.)
Non-U.S. citizens from countries identified by the Department of Energy as posing heightened security concerns—including sensitive countries, state sponsors of terrorism, countries of risk, and other designated countries –are subject to additional security requirements that limit site access.
Excellent oral and written communication skills.
Computer literate in word processing, spreadsheets, and database applications.
Knowledge and experience of performing inspections in the civil discipline on construction projects.
Candidates should be self-starters, highly motivated, requiring little supervision, and able to work well in a team environment.
Familiarity with industry quality standards.
Must meet the project requirements for certification of a Level II or Level III Civil QC and be capable of achieving a Level II or Level III Civil QC certification.
Knowledge and experience of DOE and/or commercial nuclear projects. Excellent problem-solving ability.
Good working knowledge of current design codes and standards such as ACI, AISC, and NQA-1.
Commercial nuclear power experience as a certified Level II or Level III Civil QC inspector.
Previous Bechtel experience at a commercial nuclear power project or non-reactor nuclear project.
Previous Bechtel experience in Construction Quality Control and/or Field Engineering.
Previous experience in Construction Quality Control or Field Engineering.
Previous experience with concrete testing.
Previous experience performing vendor surveillance, vendor document review.
Previous experience in disciplines or areas other than those listed in the minimum requirements.
Have working knowledge of the Bechtel Standard Work Process Procedures (SWPPs) and the related Bechtel Standard Application Programs (BSAPs).
Have working knowledge of the Bechtel Nuclear Work Process Procedures (NWPPs) and the related Bechtel Standard Application Programs (BSAPs).
