ABOUT THE POSITION
The Clark County Fire Department, Fire Prevention Bureau is looking to fill the position of Chemical Engineer. As a member of our team, you will provide review and consultation on plans and engineering analyses to provide expert guidance to external and internal customers on all aspects of hazardous materials/chemicals and their effect on construction, occupancy, and permit requirements. Ability to use Accela permitting software is desired, and the ability to read, comprehend and explain technical materials, plans, permits, regulations, Fire Codes, and chemical databases is required. Excellent communication skills, both orally and in writing, including email, is needed. This position is required to work with potential exposure to hazardous materials during inspections and emergency responses, as well as to work extended shifts or be called back in emergency situations when necessary. Due to the nature of this position, it may be necessary to work outside of normal hours.

Education and Experience: Bachelor's Degree in Chemical Engineering from an accredited college or university AND four (4) years or more of professional level experience providing chemical and hazardous materials expertise and support.

Confers with County and Fire staff regarding the manufacture, storage, handling and transportation of chemicals and hazardous materials and related matters. Provides technical expertise of a consultative nature to County plan checkers, engineers, fire and building inspectors, other County and Fire staff, contractors, engineers, architects, the public and businesses. Attends new construction meetings, conducts plans reviews and ensures hazardous materials compliance. Reviews chemical inventory submittals and Material Safety Data Sheets and recommends building classification for businesses; determines Fire Code requirements. Researches and responds to environmental assessment requests. Visits businesses to conduct field inspections and to gather information about chemicals and hazardous materials, initiates the permit process and documents and relays information, findings and recommendations to appropriate staff. Responds to public complaints of chemical or hazardous materials problems and initiates appropriate follow-up activities, including clean-up and criminal investigations. Responds to hazardous materials emergencies to provide chemical knowledge and expertise in the legal requirements of such an incident. Serves as liaison with local, state and federal agencies to maintain current knowledge of hazardous materials plans, laws, policies and procedures; drafts, reviews and comments on proposed legislation and may provide expert testimony. Develops and conducts technical training in chemical and hazardous materials matters. Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team. Maintains accurate records; prepares a variety of periodic and special reports, correspondence and other written materials. Drives a personal or County motor vehicle to inspect various facility and incident sites. Uses standard office equipment, including a computer terminal, in the course of the work. May direct the work of staff or professional service contractors on a project basis. PHYSICAL DEMANDS
Mobility to work in a typical office setting, use standard office equipment and to drive a motor vehicle in order to inspect business and to attend emergency incidents; strength and stamina to inspect various facilities, climb stairs and maneuver through difficult terrain and move materials weighing up to 100 pounds; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone.
