POSITION OVERVIEW Performs entry-level engineering work in an assigned municipal government area such as Transportation Engineering, Traffic Operations, Municipal Water, Municipal Solid Waste, Municipal Wastewater, Natural Gas Distribution, Electric Distribution, Construction Inspection, Stormwater Services, or Building Development Services. QUALIFICATIONS AND REQUIREMENTSExperience, Education, and Training Must possess an Engineering Bachelor's Degree from an accredited four-year college or university in an Engineering discipline providing appropriate engineering education related to the specialty area with current vacancy with minimum of 0-5 years' experience. Licensing/Certification Must possess a valid Motor Vehicle Operator's License; and EIT certificate preferred. Knowledge Principles, procedures, standards, and practices related to professional level engineering work with specialized knowledge in assigned area of responsibility. Mathematics as it relates to complex engineering work and calculations. Abilities Effectively perform engineering professional level work in assigned discipline. May direct assigned technical and/or administrative support staff. Work effectively with only general direction and guidance. Communicate effectively both verbally and in writing. Utilize computer software applications. Deal effectively and courteously with associates, customers, and the general public. Effectively present reports, information, and recommendations. Effectively welcome and embrace differences among employees and citizens. Perform effectively as a member of the team in carrying out the City's stated mission and philosophy. Perform the essential functions of the job without posing a direct threat to the health and safety of self or others. FUNCTIONSEssential Functions Assists Engineering Department in performing engineering assignments. Assists with resolution of design and construction problems, design review, regulatory compliance, and mentoring of technical support staff. Assists with the preparation of preliminary and final designs for roadway, drainage, erosion control, water, wastewater, electric, natural gas, solid waste and other infrastructure projects. Prepares construction drawings, specifications, contract documents, and construction cost estimates. Computes or processes technical engineering data using specified formulas and procedures. Reads and interprets graphic data, blueprints, engineering plans, construction specifications, and maps. Ensures compliance with applicable Federal, State and local standards, ordinances, codes, policies, and design criteria. Responds to inquiries or complaints from customers, regulatory agencies, or members of the business community. Develops and presents information to management, public groups, employees, vendors, and/or boards and council. Contributes effectively to the Engineering Department, communicates effectively with co-workers, both within the department as well as outside the department. Maintains satisfactory attendance to ensure duties are performed without negatively impacting co-workers or delivery of service to the public. Other Requirements Physical: Ability to withstand extreme weather conditions; traverse rough terrain on construction sites, while working near creeks, ditches, manholes, culverts, storm drains, and traffic on City streets. Normal physical strength to handle 25 - 50 lb. objects, considering frequency. Normal physical balance: ability to maintain balance and physical control. Normal coordination and endurance, including eye/hand, hand/foot, dexterity of hands and fingers, etc. Average accessibility of all work sites required for the position. Average exposure to weather, temperature extremes, chemicals and fumes, heights, cramped spaces, dust, loud noises, darkness, and work safety hazards. Mental: Above average concentration/intensity: prolonged mental effort with limited opportunity for breaks. Above Average memory, considering the amount and type of information. Above average complexity of decision making. Above average time pressure of decision making. Above average analytical and conceptual thinking. Above average verbal, nonverbal, and written communication.
