Position Summary: The Civil Engineer is responsible for planning, analyzing, and overseeing the execution of civil engineering components of construction projects. This role involves applying civil engineering principles to evaluate project feasibility, develop technical solutions, and ensure that construction activities are performed in accordance with project plans, specifications, and applicable codes. The Civil Engineer plays a key role in both pre-construction and construction phases and collaborates closely with internal teams, external contractors, and regulatory bodies.
Essential Duties and Responsibilities: Pre-Construction / Design Support Interpret and analyze engineering plans, specifications, and technical data to determine civil engineering requirements and scope.
Evaluate survey reports, topographical maps, and site conditions to inform design and planning decisions.
Calculate project dimensions, square footage, profiles, and component specifications.
Prepare project analyses, cost estimates, and bid documentation for civil work and components.
Apply civil engineering theories and practices, including assessment of foundation capacities, soil settlement, slope stability, and material stress tolerances.
Conduct value engineering assessments to identify cost-effective design alternatives and improve constructability.
Construction Planning and Coordination Support development of construction methodologies and project schedules post-award.
Review and analyze bid proposals for subcontracted civil engineering work.
Participate in construction meetings with owners, architects, engineers, subcontractors, and internal stakeholders to resolve design or performance-related issues.
Inspect completed civil works for conformance to engineering plans, specifications, and relevant codes.
Site Oversight and Technical Guidance Monitor ongoing construction activities to ensure compliance with engineering specifications, accepted construction practices, safety standards, and project timelines.
Provide technical guidance to project managers, construction teams, and subcontractors.
Generate and review engineering drawings, shop drawings, technical references, and construction calculations.
Coordinate with the Guam Registered Civil Engineer to address and resolve design challenges during project execution.
Implement plan/specification revisions as needed to ensure project quality and constructability.
Project Controls and Closeout Track project expenditures and monitor progress against critical path schedules.
Assist in preparing and negotiating change orders and contract modifications.
Support the preparation of payment applications and schedules of values for completed work.
Compile project closeout documents, including as-built drawings, warranties, and final acceptance packages.
Minimum Qualifications: Bachelor’s Degree in Civil Engineering or a related field required.
Professional Engineering (PE) license or Guam Registered Civil Engineer license preferred or in progress.
Minimum 5 years of experience in construction or civil engineering projects.
Strong knowledge of construction methods, project scheduling, cost estimation, and civil design principles.
Ability to read and interpret construction drawings, specifications, and codes.
Proficient in engineering software, AutoCAD, and MS Office Suite.
Strong communication, organizational, and project coordination skills.
Working Conditions: Field and office-based environment with frequent visits to active construction sites.
Exposure to outdoor weather, loud equipment, uneven terrain, and construction hazards.
May require overtime or irregular hours based on project needs.
