Job Description:
Overview
To perform complex professional and difficult administrative work in the direction, coordination and management of all services and programs assigned to the Capital Improvement Divisions, General Engineering, ROW Maintenance and general projects of the City as well as serving as City Engineer. To assist the Director of Public Works in the planning, organizing, direction, supervision and management of the City's Public Works Department.
Essential Functions
Responsible for oversight of all engineering activities within the City.
Assists the director in the formulation, presentation and execution of the department budget, establishment of departmental priorities and allocation of resources.
Coordinates major departmental administrative programs and/or activities as assigned.
As assigned, represents the Director and the Department to the City Manager, City Commission, and community based groups at various public forums, and elsewhere as required.
Plans, directs, and conducts major special studies and projects as assigned and supervises the preparation and presentation of reports, findings, and recommendations.
Acts as the City Engineer as set forth in the Code of the City of Sarasota, Florida.
As the City Engineer provide administration of the Engineering Design Criteria and other applicable design standards and related requirements for work within the City right-of-way.
Directs preparation and submission of periodic and special operating, financial, environmental compliance and other reports required by federal, state and other government agencies.
Meets with contractors, vendors, and others as required to address major Departmental matters, such as major infrastructure projects; facility construction, operation and maintenance; equipment maintenance, repair and replacement; safety and related issues.
Provides periodic reports to the Director on the current state of the Department, including recommending and prioritizing needed capital asset and equipment replacements, infrastructure repairs and other improvements.
Focuses on employee retention by using communication skills, active listening, and counseling with employees, providing objective feedback to subordinates, motivating the workforce, and using effective conflict resolution skills.
Develops subordinates by providing training, developmental opportunities and career development discussions.
Recommends high quality candidates both internally and externally for employment.
Assists the director in developing long range plans to meet the City's future public works program and activities.

Minimum Qualifications Master's Degree from an accredited college or university in Civil Engineering, Public Administration, or Business Administration,
Six (6) years of responsible management experience in the practice of civil engineering, preferably including experience relating to municipal engineering,
Or a Bachelor Degree and ten (10) years of civil engineering experience in a management capacity,
Licensed as a Professional Engineer; Required to be licensed with Florida Department of Professional Regulation within 6 months,
Possess and maintain a valid State of Florida Driver's License,
Professional Traffic Operations Engineering Certification preferred.
Job Based Competencies Knowledge of modern techniques, methods, procedures, principles and practices of Civil Engineering and municipal zoning regulations.
Knowledge of the principles, practices, and methods of public works management, utilities, engineering, administration, and operations.

Thorough knowledge of applicable federal, state and local laws, regulations and standards relating to public works management and administration including environmental compliance and related issues.
Knowledge of the management, technical, operational, administrative, environmental, maintenance, repair and other issues pertaining to the City's Public Works operating programs.
Knowledge of the principles of Complete Streets and Context Sensitive Design and an understanding of the connection between transportation, land use and environmental sustainability.
Knowledge of multimodal transportation options and experience in efforts to improve modal balance and sustainability.
Ability to exercise critical thinking and creativity in applying the principles of engineering, transportation planning, land use and environmental sustainability.
Knowledge of urban stormwater management and low impact design
Knowledge of shoreline restoration and beach re-nourishment.
Leadership skills that include effective communications, the ability to set direction, manage diverse teams, develop and empower subordinates and deliver timely, high quality service.
Interpersonal skills that recognize the importance of tailoring one's style to the audience, developing effective relationships and role modeling the behaviors he/she seeks from the team.
Knowledge of potential safety hazards and applicable safety precautions associated with Public Works programs and activities.
Ability to communicate effectively as a team leader in developing and sustaining an entrepreneurial business-like approach to the management of the Public Works Department activities, while maintaining a strong focus on customer service.
Ability to supervise, coordinate and evaluate the work of subordinate staff, professional consultants, contractors and others.
Ability to supervise and coordinate the work of subordinate staff engaged in a wide variety of operations and activities, and those relating to the operation and maintenance of complex equipment and systems.
Ability to forecast, formulate, justify and execute a complex, multi-program budget.
Ability to analyze and prioritize programmatic requirements and activities, so as to ensure continuity of essential functions and efficient use of available resources.
Ability to communicate effectively and clearly, both orally and in writing.
Ability to establish and maintain effective working relationships with other City Officials/ Departments, consultants, vendors, contractors, and the general public.
Ability to respond courteously, tactfully and effectively to public concerns and complaints.
Ability to respond calmly and effectively to emergency situations.
Attends Commission meetings and acts as Consulting Engineer to City Commission and City Manager.
Responsibility
Under the general direction of and responsible to the Department Head or designated representative. Extensive independent judgment is exercised; accountable primarily for results shown.
Physical Requirements
This is light work requiring the exertion of 20 pounds of force occasionally and up to 10 pounds of force frequently. The work requires visual acuity and manual dexterity to operate computer equipment and for reviewing, checking, preparing and maintaining written and computer files. Incumbent is required to have sufficient hearing ability
to perceive information at normal spoken word levels. Manual dexterity is required to operate equipment in performance of duties.
Public Contact
Contacts are an essential component of this position. The incumbent interacts frequently with the City Commission, individual Commissioners, City officials and employees of other City and County departments, vendors, contractors and members of the general public. Substantial diplomatic skill is required to deal credibly and effectively with public contacts from time to time to explain the operation and functioning of the City's Capital Project programs and activities.
